VelaKernel — the thin semantic kernel

One deterministic kernel; the Pension sector loaded as a data pack. AI drafts rules from clause text, the ontology's type-check gate rejects hallucinations at compile time, a named human attests, and the form + validation below derive themselves from the attested pack. Change the pack — never the code.

The Pension pack — rules as data

Every row is data, cited to its instrument. DRAFT rules are inert: not citable, not enforced, and their form fields do not exist. Edit any condition and its attestation is revoked automatically.

Every field below exists only because an ATTESTED rule references its ontology variable. Attest a draft on the Pack tab and refresh — the form grows a field, with no frontend change.

AI intake — stage 2 of the pack compiler

Paste a regulatory clause. The extractor (LLM when configured, deterministic patterns otherwise) drafts rules — then the ontology type-check gate arbitrates. Drafts that compile join the pack as DRAFT; anything referencing a field outside the registry is rejected before a human ever reviews it.
